Stuck on a plateau with increased strength training.

I am 5 feet 1 inch and weight around 121-123. I have started a muscle building regime for my body where I I have increased my strength training sessions to 60-90 minutes five times a week. I maintain good macros and count my calories. Now, the trouble is, I used to drop off 2-4 pounds a week till I was 130 pounds. Then I started losing a pound a week. And now, for the past three weeks I am stuck on this weight range and I know this is not the ideal weight for me or the ideal body shape. I still have huge thighs, flabby arms and a wobbly stomach. I am losing patience. Why is this happening and what should I do to hit my goal? I may not want to drop numbers but at least I can have a fit looking body. :sad:
