I'm currently 117 pounds and i've been maintaining for a while eating 1700 cals a day, the only problem is i'm pretty flabby around the mid section:embarassed: still. I eat very healthy but I really want to tone up. Do i have to have a deficit to lose that belly fat or can I just continue to maintain, eat healthy, do cardio, and ab exercises to achieve this? And do i have to cut carbs?

It may take a little while before the mid section really begins tightening up after losing a certain amount of inches. I suggest giving it a good 45 to 90 more days of adjustment period before attempting to lose more weight. The exercise should do the trick over time :o)

My suggestion would be to take a look at your exercise and really evaluate how you are spending your time. HONESTLY! Is your exercise aggressive and sweaty or passive? Are you able to talk during it? I might also suggest a personal trainer for a few sessions to help. It is very difficult to target a particular muscle group, you're best off with a nice rounded out workout, working all muscle groups which will evenly tone all over. I work out at Snap fitness and there pt sessions are very affordable, well worth the money!! Good luck!!

Get your body fat checked. Most gyms have scales to check body fat. I know for guys you need below 10% body fat to start seeing the abs. I think it is around 15 for women, but I'm not sure. Whenever you do any resistance training use proper form, tightening your abs for every movement. It should help develop your core.

That's not true..I never run and I have abs..You have to workout regularly and eat right...I eat a High protein low fat low carb diet...Not seeing what you eat I would lower your carbs if you eat a lot of them and up your protein..
