Short and need to lose a little

I am 5' 1", generally between 111 and 113, with 20-25% body fat, and I am having a hard time losing the weight (5-10 lb) to be where I want to be (BMI and BFP just under 20). I swim three times a week and do cardio on land three times a week, each for 60-75 minutes. My main focus is cutting down on sweets (read: SUGAR) and keeping up with my fiber and protein intake. I am trying to balance everything so I don't get so hungry and overindulge, but it can be hard. Is there anyone else who is short and in a healthy weight range but wants to tone up?
