Confused about complete protein

When foods like pasta, rice, corn, and bread include protein in their nutrition label, is that complete protein? I've always assumed it was, but my daughter just took a nutrition class that left us confused about this.
Also, does anybody have a list what goes with what in order to make complete proteins by combining things like beans and rice?
And finally, is there any good reason why we shouldn't just add a scoop of whey or soy protein powder to things like spinach to turn a vegetable into a protein source?

Animal proteins (ie from meat) are complete.
Vegatarians or vegans (as I am) can get complete protein from sources such as soy (ie tofu), or though getting a good mix from legumes (beans), rice, vegetables etc. By eating a broad range of plants you get the amino acids you need without having to eat meat (with the associated fats etc.)
