Increasing speed

What is/are the best ways to increase your over-all speed when jogging? I can run a consistent 11 minute mile for about forever... but I want to increase to about a 9.5/10 minute mile and I am not sure the most effective way to do it. Would it be adding more time to my jogs? Doing intervals? Having specific sprint days? What does everyone else do?

Training mags suggest intervals for increasing speed/indurance. Also adding inclines and running on a trail vs. running on a track or a treadmil.
If you really want to work up your speed and agility, do ladders, like in high school or how the sports people do. Run two yards out tap down and go back, repeat with an extra two yards, and so on and so forth. sprint them too! I used to love those (though I was the slowest chick out there!!)
