Help with weight loss and toning

Hello all,
I am normallly under my recomended daily calorie intake and I exercise doing power circuit training for 40 minutes, 5 times a week. I have stayed at the same weight for the past two weeks that I have been doing this. I realize that muscle weighs more than fat, but I thought I would have lost a few lbs by now. I am only aiming at loosing about 10-15 lbs, and toning, but the problem is, I am only toning what I have, and not loosing any so far. Maybe it takes more time? I am happy to be toning, but my clothes are not fitting any better, in fact, they are alittle tighter around my waist due to the ab exercises I am doing with the circuit training. I am wondering if I should try to meet the suggested calorie intake everyday to promote weight loss as well, though I already feel as though I eat all day long! I thought by eating a high protein/low carb diet and exercising should help me see results. Any advice and help would be greatly appreciated! Thanks
