Does V02 MAX have an impact on BMR

My BMR is given as 2096. I know this is far from correct as when I was consuming 1600 -1800 calories I was still gaining at around 3-4lb a month. I did this from jan to may last year just in case I'd wrecked my metabolic rate from eating erratically so I think 4 months gave it plenty of time. I then dropped to 1300 -1500 and saw my weight stabilise. I also did this for 4 months to give it plenty of time. To lose weight I have had to dip well below the "magic" 1200 calories
I recently had a medical that included a test that is used to measure V02 max and mine is between 15-18 which I know is extremely low but not surprising, I have severe uncontrolled asthma and moderate to severe emphysema. Will my low V02 max have much of an impact on my BMR and is there anything I can do to improve it as pushing the exercise is pretty much out of the question.
