Should I be eating more?

Alright, it’s been awhile since I’ve seen the scale move. I know that I shouldn’t base all success on what the scale says, but I’m still a little ways from my goal and would like to see some progress in my weight. Here is my current plan: I work out for 30-45 minutes 5 days a week C25K Mon, Wed, Fri and elliptical, weights, abs on Tues, Thurs; I’m 5’3” current weight 137 and goal weight around 116 (ideal range 115-125); I’m eating 1200 calories a day and I’m eating back about half of my calories burned. I eat pretty healthy, mostly homemade meals, but a little bit of processed/sugar/junk food makes its way into my diet here and there. I also don’t track 100% of my calories on weekend, but I do make sure I don’t go overboard.
I’ve seen so many posts out there about people not eating enough calories, and I want to make sure this isn’t my problem. I’m also wondering if eating a varying amount of calories from day to day would help. Any suggestions to help further my progress are welcome.
