Uneven Weight Loss

At the moment, you can count my ribs, but I still have some fat over my stomach.

My ribs are worrying me a bit. I keep poking them. They're covered with muscle directly under my breasts, and some fat/muscle on my back, but at the sides, they're clearly visible. Should there be muscle there? Is this normal?
