measuring food weigt - dry foods eg pasta/rice

Hi guys,
Can anyone help me - I'm trying to figure out if I should be weighing dry ingredients or their weight when cooked, obviously that makes quite a big difference - any ideas?

Pasta, etc. is typically measured dry. Most packages will say serving size 2 oz. dry or something along those lines as well.0

I've read online that 2oz dry pasta is about 4oz cooked. I think rice give a cup amount, 2/3? 3/4? I don't understand why they do that. Who's going to eat dry pasta or rice???0

I think it's just a matter of it being easier to measure before it's cooked. Now what I don't understand is how popcorn loses calories when it's popped!0
