goal vs. net calories?

I have read all the help and answers about eating net calories vs. goal calories. My question/problem is that I never seem to get to the NET calories, I'm always under. By a lot. But I'm losing 1 to 2 pounds a week by getting to my goal calories or somewhere between goal and net. I don't want to eat more most times (hard to believe I'm saying that!) especially at night when I see I have room for more calories. I don't want to give up exercising because I know that's a big help. Is it really a problem to not eat up to my NET calories if the way I've been doing it has been working?
