Shin Splints??

I walk every morning 1 mile up hill and 1 mile down hill. The last few time I walked my right shin started to get sore. It only happens when I go up hill then goes away when I go back down and never feel it again though out the day. Are these shin splints even though I don;t have soreness all the time? I plan on getting fitted for new shoes for the hope that it will help to have a bit more shock absorbance. Just wasn't sure if this soreness sounded like shin splints.
