I started a strength training routine a couple of days ago using resistance tubes. One set of muscles - my triceps are SORE. Should I continue to work them, or wait until they are no longer sore?

I'd say that you should work on a different muscle group today. Maybe shoulders and biceps, or chest and back. Let your triceps heal up a bit. I wouldn't wait till they're back to 100%, but they shouldn't hurt all that much.

The basic rule of thumb is to give your muscles at lest 48 hours rest before working them again. This allows enough time for the protein in your diet to deliver the amino acids needed to repair the muscle tissue. As for working out with soreness, there's no evidence that suggests that doing so will be harmful in any way. As long as you're eating enough protein and getting adequate rest, you should be fine.
