I got a really nice one at Wal-mart for $45. The Pro-Form TX-300. I really like it although it's a bit big on my itty bitty wrists, but it comes w a chest strap for continuous monitoring during workouts, calculates calories burned, also doubles as a watch and is waterproof up to 30 meters. Plus a bunch of other features i haven't exactly figured out how to use yet LOL. But for the budget it's a really good HRM.0

Not so cheap, but Polar makes some very nice ones! For accuracy look for something with a chest strap - best monitoring of heart rate. Good hunting!0

I do not know the best or cheapest. I do know I bought a $27 one from WALMART. I was not pleased or impressed. I took it back and went to a local sporting goods store and bought a POLAR F4 off the discount rack. It was $99 on sale and I got a 10% discount. ( it came out to be exactly what I got back from the Walmart one)It works excellent, I am very pleased! Good luck. This is one with a chest strap.0
