Exercise = End of Flat Stomach!?

So as it goes, last summer I weighed my least during a short depressive state in which I stopped eating and exercising. On the other hand, I had the flattest stomach. No extra skin, pudge, and a bit of rib cage. I could wear anything I wanted.

Enter winter break. Gained 20 pounds. Drinking. Stomach pudge and muffin top.

Since then I've cut back on drinking, have been losing weight, and have gotten back into running and strengthening my core. My issue now isn't stomach pudge and muffin top, but ab muscle! Running has always caused me to build ridiculous abs, and although my stomach is firming up nicely, it also protrudes no matter how I stand or how much weight I lose. With tighter shirts, it looks like I'm Chuck Norris or something. They stick out over my pant line with higher waisted pants, but are okay with low rise.

Am I doing something wrong, and is there some way to stop frickin building ab muscle? I want a flat stomach, not a six pack.
