Numbers on the Scale vs. Inches Lost

So, I am a person who has always struggled with my weight, and tend to find myself obsessed with the number on the scale and worry about not meeting that healthy BMI that doctors and dieticians always talk about. I have lost 1 pound so far on this journey, but feel like I should have lost at least 5 pounds because my clothes fit looser. I have been really watching I have been eating, and have been working out on the treadmill for at least 30-35 minutes a day, varying the inclince and speed, etc..Do inches really come off faster than pounds themselves, and will I EVER see the numbers on the scale decrease?
