Lose Weight or Tone Up?

How do you know when it's time to stop losing weight and just focus on muscle toning? I'm about 4 or 5 pounds away from my goal weight and 10 pounds from my pre-pregnancy weight. I didn't have a lot of weight to lose (20-30 lbs) but it's very noticeable on my tiny frame. I've had several people tell me lately that I'm getting too thin or "wasting away". However, no one ever said anything about it before I got pregnant, and I was smaller then.

I'm within a healthy weight range now, but I still have a flabby tummy and "bingo wings" on my arms, which I am working on toning. How do I know whether I should switch to maintenance calories and keep doing strenght training, or continue exercising while eating at a calorie deficit? I'm more concerned with how I look than what the scale says, so it's not like I'm bound and determined that I *have* to reach pre-pregnancy weight. However, I don't think I look too skinny. Suggestions?
