Why is it that some people can lose weight just by changing the way they eat and work out 2 or 3 times a week and others have to work out everyday and change thier diet and they won't lose that much?

It all depends on your body composition and your metabolism. Also your eating habits prior to trying to diet. For example if you are heavy because you eat cakes and drink soda you can cut that out and lose the weight, how ever if you eat generally healthy already but are heavy for a different reason, changing your eating habits may not help you as much.0
