What should my target heart rate be?

Right now I weigh, 311 pounds. My resting heart rate is 104, yes that's my resting heart rate. I have been diagnosed with tachycardia, rapid heart rate, ever since I took a diet pill that was prescribed. I was closely monitored while on it, and at my third appointment, I asked my Dr if I was supposed to feel like I had a 200 pound hummingbird sitting square on my chest, he took me off the med that day, which was the right thing to do, but still kindof sucked, cause I did lose 19 pounds on it. Anyway, that was 9, maybe 10 years ago.
So, can anyone tell me, what should my target heart rate be?

Target heart rate is your weight minus your age and multiply that by .80
But of course that varies the heavier you are so I am not sure where to go from there....maybe google it???0
