How does your body determine the order of where weight is lo

I think I have lost weight in my waist primarily. That is probably the part that has been "growing" in previous years and after three pregnancies. So, right now, I'm wearing pants that are sagging in the waist but are being held up by my thighs where it is still fairly tight. So, I want my thighs and butt to catch up with my waist. I don't do any strength training but run twice a week, eliptical twice a week, and zumba once a week. So, I could have a lot of muscle in my thighs and butt but I know there is fat there too. Any pointers on this? And yes, I know I need to add strength training.

fat does what it wants to. You had no control on where it landed when you gained it and unfortunately, no control of where it leaves first.
