I need help toning my arms!!!

Hello everybody! I have lost a little bit of weight but my arms are still kind of flabby so i wanna tone them. I've read a lot about lifting light weights with high repetitions, but i have no idea what that means. I'm 5'3" and 147 lbs, if that helps. And could anyone tell me what specific machines at the gym i could use to tone my arms. Thanks!
