So when it says calorie deficit what does that mean should I not eat over that amount or not under that amount

It is not reccommended to go below 1200 net. If you are then eat back some of your exercise calories.0

It means that you have 820 calories that your body is burning but that you aren't recovering in food.
820*7= 5740 calories burned off per week.
5740/3500(cals in a lb)= 1.64 lbs per week estimated/projected weight loss.0 -
