fitness and exercise

Hi everyone,
I am new to site but not new to weight loss and gain and loss and gain, exercising at the moment 1-2 times a day, 5 times a week. If my calorie allowance is 1200 do i need to up my food or not as i am having real trouble actually shifting any weight. waist measurement down 2 inch but weight actually up 200g. Any advise for me please.
