How long did it take the scale to catch up?

Just curious since May 14th I went from a 40 inch waist to a 36 inch waist, went from a size 18 to a loose 14. But I have bounced back and forth from 204 to 199 ever since! How long until the scale finally caught up for you> I am glad to lose inches but I would like to get below 199 and stay there and stop bouncing back and forth.
