    People "bump" things to save the conversation in their "recent forum posts" section on their profile. That way, they can easily find a forum post that they liked later whenever they want. There are so many posts, that it can be impossible to find the same one again.

    Bumping a topic shoots it to the top of the forum, so more people can view & respond to it.
