I bought a Sportline S12 heart monitor watch a few months back and no longer had the instruction book on how to set it. I just found a link online that lead me to set it up however I came to a setting where it says step and I am to select a number between 1 to 97. Does anyone know what this is and how I should set it?

Typically that would be the your stride length - the length of a step in the unit you've chosen (cm or inches).
I guess that your hrm has a step counter/pedometer built in and will use it to calculate how far walk/run (with a sizeable margin for error as the step length will differ when running vs. walking)0
