    Hi, I am 5'6", I am pregnant right now so I am above 140, but when I was there I wore a US size 10 bottoms.
    My measurements at 140 were Chest 34, hips 39.75. I am shaped exactly like you. Small top half & huge bottom half.
    I've noticed that I usually have to weigh alot less than other people do to fit into smaller size bottoms.

    I'm 5'4" and at 140 I wore a US size 8/10.
