True.. However it's very very difficult to gain lean muscle while eating a deficit of calories. The best we can hope for is to maintain as much of the muscle we have so that the weight lost is mostly fat.
The real explanation for temporary weight gain when you start working out is to do with fluid retention. When you start working muscles that have lay dormant for a while, you create micro tears which your body repairs (this is the basis of muscle building). To enable the muscles to be repaired, your body needs to retain more fluid than it normally would. You can counteract this a bit if the number on the scale means a lot to you by drinking extra water but a bit of weight gain is unavoidable. It drops off again once your muscles adapt - assuming you're still eating a calorie deficit.
Unless of course you are actually eating a caloric surplus to gain lean muscle - in which case, yeah, muscle is more dense so you will weigh the same for a smaller volume or weigh more for the same volume of body.0
