September Shape up

I want to do a fitness program that has most of these things
1. Under 1 hour per day
2. 4-5 days a week
3. safe for upstairs (some jumping is okay but it can't be an hour of it)
4. able to start at my own fitness level and work my way up
5. something that is fun to continues after a month (variety is a must for me)
6. Under $30
7. Minimal extra items needed (I have a yoga mat, medicine ball, 5 and 10 lb weights already)
8. A meal plan (I can make my own food but something that gives ideas would be awesome)

any ideas?
