IDK if my HRM is not working or if I am in really good shape now or if weighing less makes a huge difference but it seems I am burning WAY less calories than I use to. It seems I should be burning more. It was about 45 mins of hard running of 6.5-7.5 mph (8-9 min miles) with little breaks. Does that seem right? The 400 cals includes 15 minutes of warm up and warm down too.

400 seems a little low. I went online (Googled) and found two different treadmill calorie counters. I entered your workout data.
    Website 1- 646 calories , 6.7 mph, time 45, weight 173
    Website 2- 697 calories, 6.7 mph, time 45, weight 173

That seems low. You're running faster than I am, and only about 10 pounds lighter, and I burn (per a BodyBugg) about 780 in an hour.

    That does seem low.
I ran 7 miles yesterday in an hour and 15 minutes and I burned 740 calories (I weigh 148). I was running way slower than you were, but I wasn't walking during it.
Are you sure about the distance you are running? That is only thing I can think of why it would be off, but it shouldn't be 200-300 calories off.

Does your HRM tell you your average heart rate? Do you keep an eye on your heart rate as you are going? It could be that it keeps losing signal for a few seconds at a time without you noticing, mine used to do that.

Seems a bit low. I'm 142 and burn about the same for a similar workout, so I'd expect you to be higher. How's your battery?

Have you figured out your VO2 max number yet? That could have everything to do with it. I had the same problem - my heart rate monitor was saying I burned WAY lower numbers than the numbers MFP gave me (like, half). Then I got this app for my iphone (runner's calculator) and it helped me figure out my VO2 max calculation. Turns out I had a naturally low resting heart rate (45 - which is probably a little lower because of my running) but my VO2 max number is what is expected of someone who has a resting heart rate of 60. The number of cal burned for this calculation gives me something that equals what everyone says (100 calories/mile) Anyway, I think it's more accurate to factor that in to give you a more accurate reading. Worth a shot, I guess :)

I say too low. I weigh about the same, I burn 125ish per mile.

I think that's low, too. I weigh less than you and just did an interval training workout a few days ago--it was about 37 min of brisk walking (2 min) and then 1 min of pretty hard running at 6.5 mph. My HRM had me at about 450 cals burned for that. I would think if you are mostly running for an hour (even w/a warmup) you should be over 600.

An HRM determines calories expenditure on your heart rate. If you're in much better condition, your heart rate would be slower than before.

I burn about 400 cals from a 60 min workout, so maybe you are fitter than you think?

on average, running around a( 9.5 min mile) burns about 100 calories every 10 minutes...so for 45 minutes with warmup/cool down...400 calories sounds about right
