Weird body changes

I am 5'6'', 29 years old, female and 135.2lbs, 23% body fat and 21.7BMI.
I started MFP about 2 months ago, but really stuck to the food plan and exercise since August. I work out now about 5 times/week, doing calisthenics for 45 minutes and eat 1200 calories/day (+-100). When I started I lost 2 pounds, then I gained a pound last week, without going over my calories or skipping exercise. I did my weigh-in today and I lost 0.2 lbs. In measurements, I did not lose anything, but I did get a little bigger in my arms (I suppose it's muscle?). I do notice how my body has changed, looks more toned, my glutes are noticeable (finally, yey!), I see muscles in my back that are toned and look great and my scale claims I lost a whopping 0.1 body fat and 0.1 BMI. My question is, what's the deal? Am I getting out or into a plateau? When will I start getting slimmer? I don't care about the pounds, I care about the inches. Should I work out even more, eat less, eat more??? Is it a slow and steady decrease in everything? Why am I losing so slow?
PS: no TOM now and I do drink a lot of water, no soda for me.
Oh, and I forgot to add. I notice my shoulders are more toned. My skin is white to translucent, so on my legs and inside of my arms you can see my blood vessels (really easy for blood tests). But since my shoulders got more toned, I can also see my blood vessels more. Why? Was there a layer of fat covering them or something (silly, I know)?

You probably need to eat more (eat your exercise calories!!). Adjust your goal to lose 0.5-1 lb/week as it is harder to lose when you're that close to goal.
Keep working out, though! The more muscle you have, the higher your metabolism will be!0
