I've seen a few for body builders and men but struggling to find females one that shows bust, waist, hip and thigh.

You'll probably have more success looking at size charts on retail stores to find measurements, like jcpenney.com and oldnavy.com etc. You'll find some variation there, but it would be a starting point.

If you look at dress pattern sizes keep in mind that pattern size is usually a size smaller than actual dress size, but that's another source that will have all the measurements you're looking for.
