From what I understand, fat loss is achieved all over. However, you can build the muscles in your arms so that as the fat disappears definition appears. But you can't target fat loss, only muscle growth.

Strength training with either your bodyweight or medium-heavy weights.
Tricep exercises are especially useful for tightening the 'bat wings' but you'll want to exercise every muscle group, including the chest and back, in order to get that proportional and sexy upper-body look.

Here are some ideas for if you don't have weights on-hand:
    -pushups (chest, back, triceps)
-tricep pushups with elbows near ribcage (triceps, shoulders, back)
-tricep dips off chair (lower pectoralis, shoulders, triceps)

I work my biceps & triceps really hard once a week & my arm flab isn't too bad. To define the muscles you want to lift heavy with low reps, 8-12 tops. Exrx.net has great exercises for any muscle group & type of equipment you want: http://www.exrx.net/Lists/Directory.html For triceps I do 3 sets of dumbbell kickbacks & 3 sets of cable v-bar pushdowns.

Thanks! I've never really believed I was fat. That's what I get for avoiding mirrors. LOL!
