Stubborn Thighs!

I've been cycling at least 3 times a week, and this week I've been cycling everyday. So I've been exceeding my cardio for the week, and I have been losing weight. But I'm surprised that my thighs don't seem to be toning up, any advice guys? Should I start doing squats? Any other good exercises for thighs?
