Read the box....if the nutrition info is for dry pasta, you'd measure before.

    Meat doesn't really matter....

Things like rice, pasta etc...that absorb water while cooking generally should be weighed before cooking. The calorie count on the nutrition value list usually says serving size 1/4 cup (28g dry) or something like that. If the serving size says DRY then weigh before cooking, other wise after....is MY opinion, but I may be wrong.

As much as possible I weigh everything dry or raw. Sometimes you pretty much have to weigh meat after it has been cooked, as when you're carving slices off a family sized hunk of roasted whatever. There's no problem with that so long as you use the appropriate database entry. The calorie density of meat changes when it is cooked.

Weigh raw, it is very difficult for the label makers to guess how much your food would weigh when cooked (did you steam it? or dehydrate it in the oven? or let absorb water? all those things will change its weight) so the info is given in an uncooked state. Unless it says otherwise of course!
