Gaining weight from new exercise plan?

I've noticed others posting questions about why they lost two pounds the first week and gain some weight back the next. I have a similar issue, but I am wondering if it's possibly from a new workout plan.
I've been averaging about 1400 net calories a day, doing a free-weight routine for my arms, and an ab routine. I also use DDR for my cardio (I live in a dense, and dangerous neighborhood in a big city, where walking and running aren't an option...taking a bus to do so is impossible to manage with time). I eat back my calories, only because my goal on MFP is 1200. The last time I lost weight, I lost 35 pounds the same way I am doing now.
HOWEVER, I'm pretty sure this happened to me when I first started....I can't fully remember though...
My question is: Is it true that if you are just starting a work out plan, your muscles hold onto more water as they are adjusting? I heard something like this. Has anyone had experience? If this has some truth, how long does it take to notice the weight loss?
(btw, I'm finishing my period, but so far I only lost 2 of the 4 pounds I supposedly gained, bringing me right back to my original weight. I should be 4 pounds lighter after two weeks of effort!)
