Weight and dress size...???

I've seen some people on MFP posting their weight and corresponding dress sizes in other message boards. Ex: 164 lbs, size 16. While I was reading them, they got me confused. I weigh 172 and wear a 10. I'm not really tall either, 5 ft 6. How is it possible that someone weighing less than I do wears 3 dress sizes bigger? Is it body structure? Muscle to fat ratio? Height?Does anyone know the answer to this?
