When to weigh yourself?

I have recently been off the diet but still weighing myself and I appear to have put on 4lbs this morning. I however weighed myself when I got back from work and I weigh 1lb less now than this morning.
The question is why do I weigh less post work than 1st thing in the morning? The supplemental question is why do I weigh about 1lb more on a monday compared to any other day of the week?
Also when do people recommend you weigh yourself?

Your weight can fluctuate by up to 5lbs in one day, depending on water retention etc.
Whenever you choose to weigh yourself, make sure you do it at the same time each day/week, wearing the same things, with the scales in the same position, etc.0 -
