Can you tell me if this is right?

A 3500 calorie deficit equals one pound lost. So theoretically, if I put myself at maintenance and just concentrate on getting a 3500 calorie deficit a week, I can lose about one pound a week. Is this right?

The reason I ask is because I have not lost any weight for about 3 months. I only have about 7 pounds to reach my goal and would like to get the scale moving again. I know that it is not necessarily about weight but fitness, but that extra bit of chunk is getting on my nerves. I figure that the above method might make it easier for me to vary my daily caloric intake and help confuse my body into getting rid of that last little bit of flab. I will probably aim for a smaller deficit since I do not necessarily need to lose one pound a week, but I want to hear if the logic is sound from people far more knowledgeable about fitness than myself. So can anyone tell me if this could work?
