Body Fat? Which is most accurate

Now that I am nearing a BMI of 25 (26.1 now) I want to focus more on using my body fat percentage to determine when I have reached a good weight. The problem is that I can not seem to find a number I feel I can count on.

I've tested 3 ways. BF scale, Military measurement, and Covert Bailey. I am getting a huge spread of numbers!

Scale- 38-42% (depending on time of day. I get a higher number in the morning)
Military- 33.6%
CB- 25.5%

Which one should I be using? I'm 5'4", female, and currently weigh 152 pounds.
