treadmill incline and what it means

stupid question: does an incline of 2.0 = 2% incline?? not sure how this works... normally i start at 3.0 and work my way up but still unsure of what exactly the 3.0 stands for...

ok.. my head is now spinning.... i dont think i asked the question right... i meant what does the # represent.. like does 2.5 represent 2.5% ... asking because i am trying to figure out my calories burned from a website link from another post and i was a little confused by the %%%%% thing0 -
