Treadmill already on incline

I have had my treadmill for a year or so, but I am curious if other home treadmills are built with an incline to start with (i.e. when incline is set to 0). It is quite an incline and I thought maybe it is to make up for the fact that the belt does some of the work (compared with running on solid groud). If you have a treadmill at home, did it come built with an incline? Or is it quite level when incline is set to 0?
