Does the saying refer to the types of food that you eat, or your calorie intake, or both? Enlighten me please.

Just that diet is the most important thing to reducing body fat, and thae layer of fat around the tummy is the #1 reason you cant see your ab muscles :)

Both. You can't out exercise a bad diet, be it all cheeseburgers or high in calories.

Oh it's both, but mostly the QUANTITY. The next thing you have to worry about is getting your macros correct. Most people say 1g of protein for each pound of lean body mass, a good amount of fats and the rest carbohydrates. There are more detailed responses if you use the search function.

When it comes to "eating clean" it just makes it easier to stay in your calorie/macro nutrient ranges because those foods are generally more satisfying.

Most likely the quote refers to both. In my experience, it's quality that makes the most immediate difference. If I eat high-sodium, high-carb foods under my daily calories, I'll look more bloated than if I went over my calorie limit by eating veggies, fruits, and lean meats. But that's just my experience.

It means you can't get washboard abs by working out, your diet is the key to getting your bodyfat % low enough so show your abs. 80% Diet, 10% Exercise, 10% Genetics

It basically means that if you don't have the proper body fat percentage then your never going to have a 6 pack. To get that 6 pack, we must reduce our body fat to expose that 6 pack that we work hard getting, and in that sense the only way to reduce body fat is to work on the diet, hence the term.

not really, it's all about quantity, i can eat tons of "clean" foods but be in a surplus and not drop bf, i can eat "dirty" foods and be in a caloric deficit and drop bf

This. The quality of the food will definitely have an impact on it. When I cut I lower carbs, increase protein and fat. And I try to stick to leaner meats.

I have to say that quantity is very relevant too. So both quality and quantity.
