30 Day shred and gaining inches

Has anyone done the 30 day shred and gained inches instead of lost? I have been doing the shred daily since 10/24 and have also done cardio 3-5 days a week in addition to the shred. I've been within my calorie count of 1460 majority of the time. Currently I am 5'7 and about 138 lbs trying to get down to 125-130. I took measurements when I first started and couldn't help but check last night where I was falling. I didn't want to take all my measurements but I did take my thigh measurement and found I had gained 1/2 an inch. I know this is probably muscle but there is nothing I want (that wouldnt require surgical intervention that I'm not getting) on me to get bigger! Has anyone else experienced this?
