Eating less calories, losing weight, but same measurements

If you don't want to read it all, here's my question
Bottom Line: Does eating twice (maybe three times) as much protein to meet my goal, and say 10-15 minutes of muscle resistance really make this big of a difference and possibly get me to lose again?

So I think I know the answer to my own problem, but I want to double check with you guys.

I have been wondering why even though I've lost 10 pounds, I can't see any difference except in my waist, and just a tad on my hips and arms. I need to lose weight on my thighs mostly but they are not losing a single half inch! When I was 139 in May, my thighs and calves were definitely smaller.

In addition to the inches, I am not making any more progress losing weight! I am zig-zagging and mainly staying over 1200 calories so I thought these were key factors in not plateauing.

Thing is, this diet isn't as structured as it was earlier this year. My appetite is rarely existent due to stress, and I don't have time to go grocery shopping. I eat more carbs than protein than I should. I only eat about 20g of protein mostly due to not eating meat and not going out of my way to get greek yogurt and beans. I thought that this factor mainly helped you sustain your hunger with fewer calories. As long as you have a calorie deficit shouldn't you still lose weight?? Could this mean I'm losing muscle?

Another thing is, since I moved to a fifth floor I can't play my 20 minutes of DDR a day like I did in my old place. I do however live downtown, so I am still active through some (not a ton) of walking. Not much time for cardio with 22 units, but thinking up picking up my minimal abs/arms/thigh routine again. Maybe this can keep me from losing muscle if that were to be an issue here.

    I have the opposite problem, im losing inches but the scale isnt moving!!! Obviously im glad im losing inches, but would also be nice to see my weight go down a bit!!!!

    The body is a complex thing, im sure things will happen when the time is right, the most important thing is to keep making healthy choices and exercising.

    The one thing to point out...you said you are losing inches in some places and not others.

    There is no way to pin point where you want to lose inches. As you lose weight, your body will take off inches as it see's fit. Just remember to do some strength training to tone those muscles and hope that the weight comes off of those spots.

    Other then that, don't cut your calories more than 1200 because your body needs calories to burn fat. If you eat too little, your body will go into starvation mode, cling to every little thing and you will definitely plateau and you will not lose weight quickly.
