Net calories are meant to be at least 1200. If you eat 1400 and burn 400, your net is left at 1000. This is exactly the same as eating 1000 with no exercise, the only difference is you'll probably be physically fitter in terms of cardiovascular health.

When you eat so little, you risk losing muscle as well as fat, it's probably best to try and eat as many of your exercise calories back as you can, or at least until your netting 1200 again. If you workout in the evening and can't eat a lot more afterwards, I would try to plan more throughout the whole day if you know you are getting a workout that day - It's great motivation to actually do the workout as well!
