Is there a Healthy Range for Measurements Out there?

I know there are Healthy Range Guidelines for Weight Everywhere (including Doc's Office), but what about a Healthy range of Measurements??? My main problem area (I THINK) are my Thighs/Upper Legs. I Want to tone them down but I don't wanna become Obsessive and go Too Far. Is there a Place on the Web or anywhere that can tell you when you're reaching No Man's Land regarding Measurements??
