Glycogen: Not just calories in/out?

Came accross this story last year, but with what I know now, I had a question.

The nut: Exercise before breakfast prevents weight gain and insulin resistance when eating above maintenance because the body is forced to burn fat instead of glycogen. In the study, two groups had identical (cruddy) diets and workouts, but the ones who ate breakfast before working out gained fat, while the ones who ate breakfast after working out did not.

The Question: Does this apply when you are below maintenance? How long after eating does glycogen get stored?

    Given that the duration of the trial was only 6 weeks, the conclusion is interesting food for thought, but nothing upon which to start making blanket recommendations. Considerations of personal preference should still predominate, IMO.
