help!

Good morning everyone. I am having difficulties the last few months. I have tried a few things but am not losing and see saw back and forth with gaining and losing 3 pounds. I am very frustrated. I have either not eaten the exercise points and have eaten the exercise points. Nothing is working. I go to the gym 4 days a week and do 30 minutes cardio, switching back and forth between the elliptical and the stairstepper. Nothing.............. I do arms one day and legs the other....I am 5'7" and would love to be around 150 but am stuck between 160-163....any suggestions would be greatly appreciated.
