I have chubby arms. I started doing push ups after 2 weeks I thought they seemed better. I re measured and I got bigger. I don't want to bulk up!!!! Some people have told me to keep doing them because right now I am toning and in the process of losing the fat. I am sooooo worried I am just going to get bigger and never slim down. What do you guys think? Do you think they will start to slim a bit and become tone?? Or am I just gonna get bigger

When you start strength training you get water retention, which can cause them to look bigger.

You are NOT going to bulk up from muscle. It takes years of hard work and a calorie surplus to achieve that. On a deficit (which I'm assuming you're on if you want to lose fat) it is very hard to gain muscle.
Fat causes bulk so much more. When you see people who have trained a lot to build muscle, and they put on fat as well, I suppose they can look "bulky" but once the fat is gone they look slimmer, more toned and with nice definition. How much muscle definition you have showing is dependent on how low your body fat is.

Want your arms defined but not too much, and not looking bulky from the fat? Carry on strength training (although I would find other exercises, not just push ups) and work on your body fat with a calorie deficit. I'd say about 18-22% fat would create that look :)

Aerobic activity is great for fat burn.
    Get in your omega-3s too!
Ample protein in your diet while cutting calories is a must.
